A County Veterans Service Officer shall aid any county resident who served in the armed forces of the United States and any dependents of the veteran, to prepare, submit and present any claim against the United States or a state for benefits to which the veteran or dependent may be entitled under US Code of Federal Regulations, CFR 38 or any state law.
